I had him in my head for a week before actually sitting down and drawing him. Went back and forth on the colors of his jacket/shirt, but decided I wanted to avoid giving him a Hawaiian shirt.

Didn't go too much into my own character building with him since it sounds like this is based off a character you played as before. Basically, I pictured him being very chatty and generally considered a loudmouth and laid back, while actually being rather sharp and attentive. Mentally taking notes to report back to the Ethics Committee.
